NATO for Dummies: Article 4 – When One Ally Feels Threatened

IIn Article 4 of the 1949 North Atlantic Treaty, NATO members commit themselves to consult together whenever, in the opinion of any member state, its territorial integrity, political independence or security is threatened.

This of course starts with the responsibility of the political leadership of each sovereign NATO member state to assess threats to its own country, based on its constitution and national laws and regulations. When a member believes its security is under threat, it can bring that concern to the other NATO members for consultation.

Article 4 is therefore about consultation between sovereign member states. It does not automatically mean military action, and it does not transfer national decision-making powers to NATO.
