NATO for Dummies: Article 5 – Collective Defence Is Not a Blank Cheque

In Article 5 of the 1949 North Atlantic Treaty, NATO members agree that an armed attack against one or more member states in Europe or North America shall be considered an attack against them all.

This does not mean that every NATO member automatically has to respond in exactly the same way. Each sovereign member state decides, in accordance with its own constitution, national laws and political decision-making process, what action it considers necessary. That support can include military action, but also diplomatic, logistical, economic or other forms of assistance.

Article 5 is therefore about collective defence between sovereign member states. It is not a blank cheque for any war started by a NATO member. Whether Article 5 applies is a collective NATO decision taken by consensus, while the actual response remains a national responsibility of each member state.
